The House of Lords has debated an amendment to the Equality (Race and Disability) Bill that would exempt hospitality businesses with fewer than 500 staff from mandatory reporting.

Supporters of the amendment said the proposal recognises the hospitality sector’s operating model, where companies manage dispersed workforces across multiple venues. Supporters argue that setting reporting requirements strictly on overall headcount creates a disproportionate administrative burden for multi-site operators.

Under the amendment, only hospitality employers with over 500 staff would publish ethnicity and disability pay gap data, raising the threshold above other sectors. During the debate, peers highlighted industry challenges including rising employment costs, inflation and ongoing recruitment pressures, arguing that new obligations must remain practical without imposing unnecessary costs.

Peers backing the amendment said the proposal would not weaken workplace equality, but would ensure regulations reflect the structure of the hospitality trade. The Equality (Race and Disability) Bill extends existing gender pay gap reporting rules to ethnicity and disability for larger employers.
